How to make Domicile Certificate in Haryana

Domicile certificates, also called permanent residence certificates, are proofs meant to establish residency in India at the state level. They are often helpful in receiving benefits associated with permanent residency in the State.

It is also mandatory in certain cases related to availing quotas. While a person might be traveling to various places for work and professional purposes, it is important to note that they can have only one legitimate domicile certificate belonging to a particular state or union territory in India. 

Procedure for obtaining a domicile certificate in Haryana

While the overall procedure for obtaining domicile certificates in different States does not vary much, a distinct process applies to each state. 
A person is eligible to apply for a domicile certificate in Haryana when they fulfill the following criteria:

  • The person is a resident of India, and
  • The person has permanently resided in Haryana for a continuous period of at least 15 years, or
  • The person’s parents or guardian has resided in Haryana for a continuous period of at least 15 years

Mandatory Documents to be Procured:

The requisite documents for the domicile certificate application in Haryana are:

  • Proof of birth in the form of a Birth Certificate.
  • Valid identity proof like Aadhaar card.
  • Proof of graduating school, such as the higher secondary school certificate.
  • Proof of being in the voter’s list of Haryana through the voter’s card or a ration card of Haryana.
  • Proof of ownership of land in the State of Haryana.
  • Proof of residence that fulfills the minimum requirement of 15 years of either the person or their parents or guardian.
  • An inquiry report has been verified by the concerned authority such as the Tehsildar or the Executive Officer of the relevant Municipality or the Municipal Corporation, as the circumstances may demand.
  • An attested certificate to the effect of proving domicile.

Online Process

  • The applicant should visit https://saralharyana.gov.in/, which is the official website of the Haryana Government.
  • The applicant should register on the aforementioned website and log in to their respective account using the credentials generated.
  • The applicant shall be displayed the application form for obtaining the domicile certificate.
  • The applicant must submit all relevant details, personal and otherwise, along with the mandatory documents, as discussed earlier.

Offline Process:

Alternatively, if the applicant is more comfortable with an offline procedure, they can undertake the following steps: 

  • The applicant should submit the aforementioned verified inquiry report to the Sub-Divisional Magistrate of their location.
  • The applicant should submit the duly filled application form and the mandatory documents to the Sub-Divisional Magistrate.
  • The concerned office then carries out a verification procedure through a Class 1 officer who had previously attested the inquiry report.

Domicile Certificate Issuance:

In both the offline and the online process, the applicant is issued the domicile certificate for Haryana upon completing the verification procedure. The applicant also needs to make a fee payment of fifteen (15) rupees for the copy of the domicile certificate.
