Everything you need to know about Domicile Certificate

A domicile certificate is proof of the place of residence of an individual. There are many benefits attached to this certificate. Many educational institutions and recruiters have placed certain conditions to be fulfilled by the applicant in order to get admission in their institution or workplace. One such condition is the requirement of the domicile certificate of the applicant. The institution's reserve seats on the basis of the domicile status of the applicant. Likewise, recruiters give preference to local candidates, and many institutions provide loans to the candidates on the basis of such certificates.

What does a domicile certificate mean?

  • It is a legal document issued by the Department of Revenue, Government of NCT in Delhi.
  • It establishes the place of residence of an individual.
  • one can make applications through two modes:
  • Through offline mode by visiting the Sub Divisional Magistrate (SDM) or the Deputy Commissioner.
  • Through online mode by visiting the e-District Delhi portal. The Delhi e-Governance Society provides the e-District portal for the online delivery of services to citizens. 

After the application is submitted by the applicant and processed by the concerned department, the domicile certificate can be downloaded through the same portal using the application number.

What are the criteria to obtain a Domicile Certificate?

The following individual can obtain a domicile certificate from the Government:

  • A citizen of India.
  • One who has been residing in NCT of Delhi for a continuous period of the last three years.
  • Where a certificate is to be obtained for a minor (covered under Indian Majority Act, 1875)
    1.Parents can apply for the domicile certificate.
    2. Also should provide address proof of parents.

What documents are required along with the application for a Domicile Certificate?

The individual is required to submit the following documents along with the application for a domicile certificate:

  • Proof of identity, of Beneficiary or parents in case of minor:
    That can be Aadhaar Card/ Passport/ Driving License/ Ration Card with Photo/ PAN Card/ Voter ID Card/Other documents as recognized by Govt. (anyone is required)

  • A Passport Size Photograph that should be:

    1. Colored, 
    2. Should not include sunglasses or hats,
    3. With natural expression (closed mouth),
    4. The background should be plain white/off-white,
    5. There should be no shadows in the background or on the face, 
    6. Should have a full face (front view and open eyes).

  • A self-declaration form duly signed by the applicant.

  • In case of a minor:
    1. A letter from Principal, to be provided on the letterhead; or 
    2. If the minor is less than 5 years of age, can attach a birth certificate.

  • The proof of residence in Delhi for the last continuous three years (of Beneficiary/Parents in case of a minor)
