FSSAI Registration for Restaurants

Restaurant businesses are emerging with newer business models in the country. Restaurant businesses are the most prominent service sector in India, with trends developing each day. Increasing consumer awareness demands the creation of more credibility, and the FSSAI license can contribute to improving the customer’s confidence in the brand.

The Food Safety and Standards Authority of India (FSSAI) was established in 2011 to regulate and supervise food safety. It is essential to maintain the quality of food and hygiene practices of the restaurants. Therefore FSSAI has made it mandatory for restaurants to obtain registration or license as per their turnover.

This article will discuss the type of registration/ license and the documents required for different restaurants.

What type of registration is required by restaurants?

Restaurants are required to obtain the following registration/ license as per their turnover:

  1. Basic FSSAI Registration - This is for small food business operators and startups with annual turnover below rupees of 12 lakhs.
  2. State FSSAI License - Required for food business operators to have annual turnover between rupees 12 lakhs up to rupees 20 crores.
  3. Central FSSAI License Registration - Required for food business operators to have an annual turnover exceeding rupees of 20 crores.

Essential documents for all types of FSSAI registration:

1. Basic FSSAI Registration

  • Basic FSSAI Registration
  • Address proof of an authorized person 
  • Passport size photograph
  • Name and address of the businesses
  • FSSAI declaration form
  • Nature of business 

2. State FSSAI Registration

  • Rent Agreement for Business Premises
  • ID Proof of the Concerned Person (Aadhaar Card / Driver's License / Passport / Voter ID)
  • Government Registration Certificates (Company Incorporation Certificate / Firm Registration / Partnership Deed / Pan card / GST Registration
  • Number / Shop and Establishment Registration / Trade License), if any.
  • MOA & AOA or Partnership deed copy (If an applicant is a private limited company or partnership firm)
  • Any one of the certificates (Trade license, Shop, and Establishment Registration, Panchayath License, Corporation License, Municipality License)
  • Nature of Business
  • FSSAI declaration form

3. Central FSSAI Registration

  • Rent Agreement for Business Premises
  • ID Proof of the Concerned Person (Adhaar Card / Driver's License / Passport / Voter ID)
  • Government Registration Certificates (Company Incorporation Certificate / Firm Registration / Partnership Deed / Pan card / GST Registration
  • Number / Shop and Establishment Registration / Trade License), if any.
  • MOA & AOA or Partnership deed copy (If an applicant is a private limited company or partnership firm)
  • Import Export Code (IEC) Certificate (for the category of export and import IE code is compulsory)
  • Authority letter required in favor of a person on the company's letterhead to authorize the filing of FSSAI application.
  • A list of food categories shall be manufactured (where food business operators are manufacturers).

It is an essential step for restaurants to take FSSAI Registration/ license to start their business operations. Where a restaurant has taken basic registration, and in the future, when their business grows and turnover exceeds the specified limit, the restaurant will need to get the state/central license as per the law.
