FSSAI State License: Eligibility, Process & Documents Required

Food businesses are growing rapidly, so the need to monitor the issues arising therefrom. For this reason, it is important to set certain rules and standards for such business, as health is an important factor that cannot be comprised at any cost. Obtaining a license from FSSAI is a step forward in monitoring such business operators.

The FSSAI State license is to be obtained by those food business operators with small/medium-sized manufacturing units, storage units, retailers, marketers, distributors, etc. This includes units having an annual turnover exceeding rupees 12 lakhs but below rupees 20 crores.

In this article, we will study the eligibility for obtaining a State FSSAI License and its process and requirement of documents.

Eligibility for State FSSAI License:

  • Dairy Units 
  • Vegetable Oil Units
  • Slaughtering House / Meat Processing
  • Cold/Refrigerated Storage
  • Transporters (having vehicles such as insulated refrigerated van etc.)
  • Wholesaler/Distributor/Retailer/Supplier/Marketer 
  • Hotels, Restaurants, Bars, Dhaba
  • Club/Canteen
  • Caterer, Food Vending Agencies
  • Mid-day Meal Caterer
  • All businesses are involved in manufacturing or processing units (other than dairy units, vegetable oil, meat processing, and slaughterhouses).

Stepwise Procedure to apply for State FSSAI License:

Step 1: Click on apply for a new license/registration on the Home page of FoSCoS.

Step 2: Select apply for license/registration.

Step 3: Select the State.

Step 4: Select the type of business and eligibility for License/ registration. Then click proceed.

Step 2: View Eligibility and proceed further for filing of new application Form B.

Step 4: Enter all the requisite details in FORM B. 

Step 5: Select the type of food product category.

Step 6: Enter your communication details.

Step 7: Upload the requisite documents.

Step 8: Submit the application along with the requisite fees.

Step 9: A 17 Digit application number will be generated, which can be used by the user for tracking the status of the application.

List of Mandatory Documents:

  1. Details (with name, ID, full address, and contact) for:
  • Directors or 
  • Partners or
  • Proprietor or
  • Members of Society or 
  • Trust
  • Authorized Signatory
  1. List of:
  • Machinery/equipment (their registration number, working capacity, and power usage)
  • Food to be manufactured
  1. Certificate by Cooperatives (Coop – 1861/Multi-State Coop Act – 2002)
  2. Declaration/Undertaking by Food operators
  3. Form B (attested by the Proprietor/Partner/Authorized member)
  4. Authority letter by the manufacturer nominating the person (along with details of an alternative person)
  5. Self-Declaration (for Proprietorships)
  6. Copy of License from manufacturer
  7. NOC from manufacturer
  8. NOC from Municipality or local body
  9. Food Safety Management System Plan
  10. Form IX: Details of persons nominated by the Company and copy of Board Resolution
  11. Analysis report of water portability to be used in food. (for Manufacturers)
  12. Where milk and milk products are processed, we need to provide a source/ acquisition plan of milk detailing the location of milk collection centers. (for Manufacturers)
  13. Details of raw material sources for meat processing plants. (for Manufacturers)
  14. Pesticide residue report of water. (for Manufacturers)
  15. Proof of premises possession. (for Manufacturers)
  16. Partnership Deed (for Partnership)
  17. Affidavit of ownership/MOA/AOA of the firm (for Partnership)
  18. Ministry of Tourism Certificate (for Transportation)
  19. Self-declaration of vehicles (for Transportation)
